Responses from six English chatbots and three French ones were assessed, focusing on strategy design, data requirements, budgets, and key stakeholders.
The chatbots provide useful insights but show practical limitations, such as addressing innovation commercialisation and scaling startups. Cultural differences in budget allocation were observed, with English-language chatbots prioritising direct financial support and French-language ones focusing on infrastructure and non-financial services.
The logic intervention framework is highlighted as a structured and adaptable methodology for evidence-based strategic planning, promoting clarity and accountability. However, chatbot recommendations differ from ERDF funding priorities, particularly in areas like venture capital and incubators.
The analysis concludes that chatbots can serve as complementary tools but cannot replace comprehensive strategic planning.
